Those people, he said, will see a return on their green investments, especially as oil prices rise in the future.

But for lots in subdivisions or other areas with strict design requirements, BuildSmart can be challenging to meet. Stenftenagel said he thinks staffers "get it" and have done a good job of identifying the program's weaknesses."
