"Adam Stenftenagel, who works as a HERS rater and green-building consultant, said that the rating system makes sense for clients who have a lot of control over the design of their homes. Those people, he said, will see a return on their green investments, especially as oil prices rise in the future.
But for lots in subdivisions or other areas with strict design requirements, BuildSmart can be challenging to meet. Stenftenagel said he thinks staffers "get it" and have done a good job of identifying the program's weaknesses."

And that's not a slight. In fact, as Stenftenagel sees it, anyone considering building a new home would be crazy not to build a zero-energy house. With energy costs predicted to rise in the future, and with all the rebates and tax breaks available for renewable energy, building a zero-energy home doesn't have to be much more expensive than paying both the mortgage and the energy bill on a conventional home, Stenftenagel said."
